Safeguarding & Child Protection Policy (2026-2027)
Bromley Technical School (BTS)

Effective From: 1st September 2026
Next Review: August 2027

This model policy incorporates the Keeping Children Safe in Education (KCSIE) 2025 updates, the Working Together to Safeguard Children 2024 guidance, and specific London Borough of Bromley local arrangements.

1. Statement of Intent

Bromley Technical School (BTS) recognizes its legal and moral duty to safeguard and promote the welfare of all pupils. We operate a child-centered approach, ensuring that the best interests of the child are our primary consideration in all actions. We comply with KCSIE 2025 and ensure all staff read, at minimum, Part 1 and Annex B of that document.

2. Safeguarding Governance & Leadership (2025 Update)

To ensure independent oversight and "objective challenge," the school has separated governance and operational roles:

+

Designated Safeguarding Lead (DSL):

Dr Mrs Iguisi (Head of Humanities)

+

Deputy DSL:

Ms. Joyce Wilcox

+

Safeguarding Governor/Proprietor:

Mr Williams Modigie(Provides independent oversight of the DSL).

+

Filtering & Monitoring Lead:

Israel Ogundijo IT Lead(Responsible for the DfE Filtering and Monitoring Standards).

3. Key Local Contacts (Bromley)

+

Bromley MASH (Multi-Agency Safeguarding Hub):

020 8461 7373 / 7379 | mash@bromley.gov.uk

+

Local Authority Designated Officer (LADO):

Gemma Taylor | 020 8461 7775 | LADO@bromley.gov.uk

4. Child-on-Child Abuse

In accordance with 2025 standards, BTS maintains a zero-tolerance approach to child-on-child abuse.

+

Staff recognize that abuse can happen between peers (including sexual violence and harassment).

+

Abusive behaviour will never be downplayed as "banter" or "part of growing up."

+

Victims and perpetrators will receive support, and the school will follow the Children’s Social Care threshold for referrals.

5. Filtering and Monitoring (Digital Safety)

BTS complies with the mandatory 2025 Digital Standards.

+

The school uses robust filtering (blocking harmful content) and monitoring (tracking activity) software.

+

The DSL reviews monitoring logs weekly to identify "at-risk" students (e.g., searches related to self-harm or radicalization).

+

Staff are trained on their responsibilities to report "system failures" or bypass attempts.

6. Low-Level Concerns Policy

BTS follows a "Low-Level Concerns" framework. Staff must report any conduct that:

+

Is inconsistent with the Staff Code of Conduct.

+

Does not meet the "Harm Threshold" but causes a sense of unease (e.g., being over-friendly with a pupil).Reports should be made directly to the Headteacher (or the DSL if the Headteacher is involved).

7. Training and Staff Expectations

+

Annual Training: All staff receive formal safeguarding training at the start of the academic year.

+

Regular Updates: In 2026/27, staff receive termly updates on emerging risks (e.g., AI- generated "deepfake" imagery or "Online Financial Sextortion").

+

Safer Recruitment: All staff undergo enhanced DBS checks with barred list checks prior to commencement of employment.

8. Early Help and Referrals

BTS proactively identifies children who would benefit from Early Help.

+

We use the Common Assessment Framework (CAF) process in Bromley to provide support before a child is at risk of significant harm.

+

Whistleblowing: Staff know they have a duty to refer directly to the MASH or LADO if they feel the school is not taking adequate action.
